Welcome to the latest edition of the Public Sector E-Bulletin.

In this month's edition, we look at how Scottish local authorities are having to look at innovative ways of delivering public services against a backdrop of budgetary constraints, picking out some examples which have been tried and some which are being proposed. We also consider why there is a reticence to implement some of these new delivery models. We look at the ineffectiveness remedy for public procurement exercises and how contractors seek to use this. Finally, we look at the European Commission’s new Procurement Directives which after several false starts, have now become reality. The aims and implications of the new Directives are considered.
